That is truly disgusting.
Growing up out in the country, I’m familiar with situations in which an animal was shot because it was horribly injured or dangerous (as in, rabid), but no one takes pleasure in killing animals in those situations. The person relating that story is sick. Sadly, this person is in a position of authority in which s/he is responsible for enforcing laws regarding cruelty to animals.
Semi-OT: Is it just me or have you noticed that some people are more willing to be cruel to cats than other animals such as dogs?
